Associate HMRC Mileage rates with a user

Once a claimant's vehicle is associated with the appropriate HMRC mileage class then all mileage claims, for that user's vehicle, will use that class. Vehicles can be set up either by the User or an Administrator depending on settings in the General Settings area.
