The Vehicle Classes setting in General Options controls what is visible - you will need to be an Expense Administrator to access this area.
Open the General Settings and scroll to the User Vehicles area and the Vehicle Classes box can be changed as required:
HMRC Classes: shows only those.
Both: will show both HMRC and Custom Classes.
Custom Classes: will show only those.
