If the distance to mileage threshold is not being applied to claims then the most likely reason for this is that the Expense Type being used is not set as Mileage. This can be checked as follows:
In Settings, select Expense Types.
Find the type used for mileage and Edit it via the Actions button.
Check the Entry Type field and if you change it, use the Save button to confirm.
