First stage approver receiving emails notifications from comments when Expense is in Second stage approval

This is working as designed. All Approvers that are in the current expense approval stage, and all within approval stages prior to that stage, will receive email comments. The only work around to stop prior Approvers getting emails for comments, is to turn off notifications for all comments.
